1. Who are the donors referred to in the overseas Chinese donation activities?
  Answer: Refers to natural and legal persons such as overseas Chinese, Hong Kong and Macao compatriots and their associations, and enterprises invested by overseas Chinese and Hong Kong and Macao compatriots in and outside China. Among them, overseas relatives and friends of returned overseas Chinese and overseas Chinese dependants are also donors.
  2. Who are the recipients of donations in the overseas Chinese donation activities?
  Answer: Refers to the enterprises, institutions, social organizations and other social organizations that this city accepts and undertakes donations, as well as the units that accept and undertake donations in the name of administrative agencies.
  Natural persons accepting gifts from overseas relatives and friends are not within the scope of overseas Chinese donations.
  3. What are the uses of donated money and materials?
  Answer: The donated money and materials should be used for culture, education, science, technology, sports, health, overseas Chinese affairs, environmental improvement and other public welfare undertakings in this city, and can also be directly used for industrial and agricultural production.
  4. What materials are required for the filing of overseas Chinese donation projects?
  Answer: 1) Donation intention letter or donation agreement, letters and faxes expressing the donation intention of the donor; 2) The recipient unit fills in the "Accepting Overseas Chinese, Foreign Chinese, Hong Kong and Macao Compatriots" printed by the Overseas Chinese Affairs Office of the municipal government.   5. How to apply for overseas Chinese donation projects?
  Answer: The recipient unit shall make a declaration to the Overseas Chinese Affairs Office of the district or county government after clarifying the donor’s willingness to donate or within one month of receiving the donated money and material. Municipal units can directly report to the Domestic Division of the Overseas Chinese Affairs Office of the Municipal Government.
  6. How to go through the procedures for donating foreign exchange?
  Answer: According to the actual situation in Shanghai, recipients of donated foreign exchange can go through the account entry or foreign exchange settlement procedures with the approval and seal of the Overseas Chinese Affairs Office of the Municipal Government and the "Receipt of Donations from Overseas Chinese, Foreign Chinese, Hong Kong and Macao Compatriots" and other materials.
  7. What are the materials used for poverty alleviation and charity?
  Answer: 1) New clothes, bedding, shoes, hats, tents, gloves, sleeping bags, blankets, and other essential supplies for maintaining basic life; 2) Food and drinking water (condiments, aquatic products, fruits, beverages, cigarettes) (Except alcohol, etc.); 3) Medical category includes basic medical drugs, basic medical equipment, medical books and materials that are directly used to treat diseases of extremely poor patients or endemic diseases in poor areas and basic medical and sanitation, and public environmental sanitation; 4) Direct use Teaching equipment, textbooks, books, materials and general school supplies used in public libraries, public museums, technical secondary schools, high schools (including vocational high schools), junior high schools, elementary schools, and early childhood education; 5) Special equipment directly used for environmental protection; 6) Other materials approved by the State Council directly used for poverty alleviation and charity.
  8. Are there any encouraging regulations for returned overseas Chinese and overseas relatives and friends of overseas Chinese to donate to domestic public welfare undertakings?
  Answer: If the materials donated by returned overseas Chinese and overseas relatives and friends of overseas Chinese are used for domestic public welfare undertakings, customs duties and import value-added tax shall be reduced or exempted in accordance with the law.
  9. What encouragement and recognition can the donor receive?
  Answer: 1) Those who donate more than 10,000 yuan can obtain a donation certificate uniformly produced by the Overseas Chinese Affairs Office of the municipal government; Certificates or souvenirs will be issued by the municipal government's Overseas Chinese Affairs Office if they need to be awarded; 3) For those who donate more than 500,000 yuan (including 500,000 yuan) and less than 2 million yuan, the municipal government The Overseas Chinese Affairs Office issued medals and certificates.
  10. What encouragement and recognition can the introducer who contributed to the donation get?
  Answer: 1) For those who donate more than 500,000 yuan, the upper-level competent department of the recipient unit will issue a certificate or souvenir to them. If a medal is required, it will be produced by the Overseas Chinese Affairs Office of the municipal government; 2) For all donations If the goods are above 500,000 yuan (including 500,000 yuan), the Municipal Government Overseas Chinese Affairs Office will issue medals and certificates; 3) The preferential care for the introducer shall be determined by the recipient unit according to its own conditions
